Twenty-three percent of families in Baltimore City are living below the poverty line, on around $12 per hour, because there aren’t enough jobs and those jobs aren’t paying enough to support a family. There are major construction projects on the horizon that can help us rebuild our middle class through project labor agreements (PLA). Using PLAs can ensure that everyone who needs a job has access to comprehensive training and jobs that pay enough to sustain a family. As Delegate, I intend to introduce legislation that will require that all construction projects over $25M have a Project Labor Agreement. The provisions under the agreement would allow for robust training programs and good paying jobs while ensuring that the project is completed on time and on budget.
